Cyber Threat Forecast
Based on public information from IPA, JPCERT/CC, US CISA and others, this page reports the cyber threat situation for Japan and the world in three parts: the current situation, the outlook, and recommended precautions. Times shown are when HIXOR checked the information (the data generation time).
How this forecast is assessed
- Levels have five steps: Normal (green), Attention (blue), Warning (yellow), Emergency (red), and Unknown. Japan and the world are assessed separately.
- Normal (green) does not mean 'safe'. It means the public indicators we monitor show no unusual increase. Attacks occur every day, including at Normal.
- The outlook is reference information for preparation; a level is never raised on outlook alone. Levels are based on confirmed evidence.
- Emergency (red) is shown only when two kinds of evidence — an official emergency announcement and confirmed real-world exploitation (such as exploitation with no fix available) — are present for the same threat.
- While a source is down, levels are not lowered. The previous assessment is held and labelled as such; after a long outage or when information is insufficient, the level shows 'Unknown' (never 'Normal').
- For Japan, cases confirmed domestically (J1) are shown separately from information confirmed abroad that may also affect Japan (J2). We never claim damage is increasing in Japan based on overseas information alone.
- We monitor product families widely used by small and mid-sized businesses (VPN/UTM appliances, NAS, domestic routers, Windows / Microsoft 365, Google Chrome, WordPress, and similar) and alerts from public agencies. Data is collected automatically at regular intervals and loaded by this page.
